Do portable air conditioners keep the room as cool as the air-con of a car?

A car's air conditioning keeps the air cool, unlike a fan which simply blows wind into your face. How cold can a portable ac unit make a room ? are they basically just fans ?

1. i think ur talking about a window air conditioners..and yes they cool a room... it is considered a small applyance... they have everything built in.. compresser, coils, etc...... they are measured in BTUs.... a 5000 BTU can cool a small room... may need bigger BTU air conditioner if ur room is bigger.... they also have a setting on them just to blow the fan... if u want to just move the air in the room around.
