Electronic Portable Air Conditioner

Are there any portable air conditioners that do not need to be ventilated through a window?

The windows in my home open outward and therefore cannot accomodate any sort of window ventilation unit. I need an air conditioning unit that is fully functioning as a compact unit. Does any such device exist?

1. the portables have a flexible tube like a dryer vent. its about 4inch circle. you can open the window and cut a hole in plywood and cover the opening or cut a hole in a wall like a dryer. but they all have to exhaust heat. or hang the tube out the window and block off the rest of the opening with whatever works.
