What is the best portable air conditioning unit out there?

1. I like this kind but I can't say how good they are. I like that they don't take away your visual ability to look out the window. They have a fairly small intake / exhaust duct that is adjustable to fit average size windows. There are 2 models. The next model up has heat as well. Price is not bad considering a window unit will probably cost more and won't be easy to take out seasonally. These are is very portable. I'm sure they are energy star rated and plug into standard house current. I'm planning on buying one of these myself. 2. The best portable ones will have two ducts as shown in the link Rocky posted. If a portable only has one duct it is going to be less efficient because it exhausts air from inside and air will be replaced through infiltration from other rooms and ultimately from the outdoors.
